The Virginia Farm Recovery Block Grant Program is intended to provide direct aid to eligible producers and eligible timber owners in the 27 localities affected by Hurricane Helene, comprised of 21 counties and 6 independent cities. To apply for the grant you must register for VDACS WebGrants.

Registering in WebGrants:

NOTE: If you have already registered in Web Grants do not register again.

Existing Users: If you have forgotten your username, click on Forgot User ID. If you have forgotten your password, click on Reset Password.

New Users:  Users will be required to have an email account to register for WebGrants.  Before registering in WebGrants make sure you have your organization’s name and address, a W-9 tax form, and your EIN or SSN.

Two Factor Authentication: After logging in with user idf and password you will receive a pass code to your email address you used for registration. 

Required Documentation:  Required documentation for application process includes but is not limited to, the full list is available on the VDACS website:

• Commonwealth of Virginia W9 Form: Substitute Form W-9
• Locality (City or County) tax id and plat map: Virginia Helene Agriculture Recovery Grant ( under FAQ How to I find my County Tax id?)
• Proof of ownership or lease
• Evidence or proof of loss
• Schedule F, FSA, or proof of agriculture sales exceeding $1,000 in last 12 months (for non timber claims)
• Any insurance claim settlements

USDA Requirements: The USDA has requirements in the grant agreement:

• Insurance Linkage – The USDA requires that claims for future economic loss, market loss, plasticulture, and aquaculture establish Federal crop insurance linkage for the next two reinsurance years.
• Taxable Income – Proceeds from the grant program will be taxable and VDACS will send recipients a 1099-G and submit that information to the IRS.
